A skilled foreign worker can receive an Invitation to Apply (ITA) if he or she has submitted an Expression of Interest (EOI) to the government of Australia and meets all the criteria.
They will review the information in the EOI and determine if the foreign worker is likely to meet the requirements for eligibility to immigrate to Australia through the General Skilled Migration (GSM) program. Once the ITA is given to the worker, he or she has up to sixty days to complete an application for an Australian Permanent Resident Visa, along with submitting the necessary fees and documents.
